"The National Security
State or Doctrine, generally referrs to the ideology and institutions
(CIA, Dept. of Defense) established by the National Security Act
of 1947, an enduring legacy of then President Harry S. Truman,

resisting attempted subjugation by armed minorities or by outside
pressures".
In his book "Brave New World Order" Jack Nelson-Pallmeyer
identified seven characteristics of a National Security State:
The first characteristic of a National Security State is that
the military is the highest authority. In a National Security
State the military not only guarantees the security of the state
against all internal and external enemies, it has enough power
to determine the overall direction of the society. In a National
Security State the military exerts important influence over political,
economic, as well as military affairs.
A second defining feature of a National Security State is that
political democracy and democratic elections are viewed with suspicion,
contempt, or in terms of political expediency. National Security
States often maintain an appearance of democracy. However, ultimate
power rests with the military or within a broader National Security
Establishment.
A third characteristic of a National Security State is that the
military and related sectors wield substantial political and economic
power. They do so in the context of an ideology which stresses
that 'freedom" and "development" are possible only
when capital is concentrated in the hands of elites.
A fourth feature of a National Security State is its obsession
with enemies. There are enemies of the state everywhere. Defending
against external and/or internal enemies becomes a leading preoccupation
of the state, a distorting factor in the economy, and a major
source of national identity and purpose.
A fifth ideological foundation of a National Security State is
that the enemies of the state are cunning and ruthless. Therefore,
any means used to destroy or control these enemies is justified.
A sixth characteristic of a National Security State is that it
restricts public debate and limits popular participation through
secrecy or intimidation. Authentic democracy depends on participation
of the people. National Security States limit such participation
in a number of ways: They sow fear and thereby narrow the range
of public debate; they restrict and distort information; and they
define policies in secret and implement those policies through
covert channels and clandestine activities. The state justifies
such actions through rhetorical pleas of "higher purpose"
and vague appeals to "national security".
Finally, the church is expected to mobilize its financial, ideological,
and theological resources in service to the National Security
State."

corporations that have bought the nation's water rights. By such
means poverty has been systematically created wherever the IMF
has managed to dig in its claws."

legacy in the developing world... In some regions, such as Africa,
the exploitation - the extraction of natural resources and the
rape of the environment was obvious. Elsewhere it was more subtle.
In many parts of the world, global institutions such as the International
Monetary Fund and the World Bank came to be seen as instruments
of post-colonial control. These institutions pushed market fundamentalism
("neoliberalism," it was often called), a notion idealized
by Americans as "free and unfettered markets." They
pressed for financial-sector deregulation, privatization, and
trade liberalization.
The World Bank and the I.M.F. said they were doing all this for
the benefit of the developing world. They were backed up by teams
of free-market economists, many from that cathedral of free-market
economics, the University of Chicago. In the end, the programs
of "the Chicago boys" didn't bring the promised results.
Incomes stagnated. Where there was growth, the wealth went to
those at the top...
Not surprisingly, people in developing countries became less and
less convinced that Western help was motivated by altruism. They
suspected that the free-market rhetoric-"the Washington consensus,"
as it is known in shorthand - was just a cover for the old commercial
interests. Suspicions were reinforced by the West's own hypocrisy.
Europe and America didn't open up their own markets to the agricultural
produce of the Third World, which was often all these poor countries
had to offer. They forced developing countries to eliminate subsidies
aimed at creating new industries, even as they provided massive
subsidies to their own farmers.
Free-market ideology turned out to be an excuse for new forms
of exploitation. "Privatization" meant that foreigners
could buy mines and oil fields in developing countries at low
prices. It meant they could reap large profits from monopolies
and quasi-monopolies, such as in telecommunications. "Liberalization"
meant that they could get high returns on their loans - and when
loans went bad, the I.M.F. forced the socialization of the losses,
meaning that the screws were put on entire populations to pay
the banks back. It meant, too, that foreign firms could wipe out
nascent industries, suppressing the development of entrepreneurial
talent. While capital flowed freely, labor did not."

the world will intervene for humanitarian purposes as well as

There is a merger between government and business. Partnership
is a key building component in this new world that we find ourselves
in. The United Nations formed the Global Compact in Davos in 1999
which basically asks the corporations of the world to partner
with the UN in building schools, roads, sewers and clean water
for the peoples in developing countries. This concept is a far
cry from the "old fashioned" form of government that
we knew. When you add collective security to global taxation,
you find that we really are in a "New World Order"."
