To accomplish this, government bonds [with interest being paid to the bankers] must be used as a banking basis. We are now waiting for the secretary of the treasury to make that recommendation. It will not allow Greenbacks, as they are called, to circulate as money for any length of time as we cannot control that. But we can control the bonds, and through them, the banking issues.'
The campaign for the passage of the National Banking Act of 1863, which delegated to private corporation the all-powerful right to issue our money, was heavily financed by the International Bankers. It passed Congress and became law. The new Act gave the [private] banks the power to issue currency (paper money)."
